Request information from public institutions

 

The Law on free Access to information of public character of the Republic of Macedonia, which regulates and guarantees the right to access to documents and data of public character provides several ways of transparent and accountable operation of public institutions: disclosure of documents, information and data at the initiative of institutions and provision of documents, information and data at a request filed by the citizens.

Citizens who want to receive a document, information and data of public character may file a request to the holder of information in writing, verbally or electronically.

In the case of an electronic request for information of public character, the requesting parties need an electronic signature which has as yet not been introduced in practice. Therefore, this type of request for information does not provide the basis to initiate a complaint procedure in the event that information requested is not provided fully or partially, or it is provided after the expiry of the legally set deadline. The procedure of verbal and written request for information is clearly stipulated in the law and it provides for the initiation of a complaint procedure in cases o violation of the right of access to information of public character.

fiskalnatransparentnost.org.mk, as an electronic platform for filing of electronic requests despite the lack of possibility to initiate a complaint procedure in cases of violation of the right of access to information of public character aims to help the general public to file request in a simplified manner and receive a response from public institutions, but it also puts the reactivity of institutions or their preparedness to share information with the general public to a test.

We are warning you that as users of this platform, it may happen that some institutions from which you will request information of public character may decide not to answer due to absence of an electronic signature. For such cases our advice is to take advantage of the possibility to file in person a written request for free Access to information of public character to the institution from which you are requesting information (explained in point 2).

The platform also offers the possibility to disclose all information and data which public institutions have provided to the requesting party (which have filed requests through this platform), measuring of time from the moment the question was put to the moment the answer was received and keeping track of the procedure.  

Personal data of information requesting parties through this platform will be fully protected.
